Broken Rock Petroglyh 2

This is a close up of an element of the Broken Rock Petroglyph. The reason I'm showing it is if you look at the Pictograph before The Broken Rock Petroglyh, you will see this element occurs in both.
These two examples of rock art are located in different areas and am not sure of the meaning of this. Though the symbol on the petroglyph appears to be newer than the rest of the petroglyph
